Under an amendment to the city ordinance on waste reduction and proper disposal (promulgated March 31, 2026), Kitakyushu City is raising the disposal fee for waste brought to incineration plants (per 10 kg) in stages: from JPY 100 to JPY 150 on September 1, 2026 and to JPY 230 on September 1, 2027. The price of designated bags for household waste collected by the city does not change. A subsidy for small and medium-sized businesses that work to reduce business waste is also announced.

Through Aug 31, 202610,000JPY
From Sep 1, 202615,000JPY
From Sep 1, 202723,000JPY

Key points

  • The fee per 10 kg is JPY 100 through August 31, 2026, JPY 150 from September 1, 2026, and JPY 230 from September 1, 2027
  • The basis is an amendment to the city ordinance (promulgated March 31, 2026). The price of designated bags for city-collected household waste is unchanged
  • Business Waste Reduction Challenge Subsidy: apply on the city's online form from June 1, 2026 to January 29, 2027 (5:15 p.m.). Open to small and medium-sized businesses in the city, including sole proprietors
  • Eligible: either (1) sorting equipment (bins, storage, shredders, food-waste reduction machines and so on) or (2) facility work (re-zoning waste areas, floor markings for sorting routes, minor renovation of sorting space), not both. Up to one-half of costs, capped at JPY 100,000 for each
  • Start work after approval and finish by February 28, 2027. Costs paid before applying or assigned to the following fiscal year are excluded
Who is affected: Businesses that bring their own waste to incineration plants, and businesses that outsource collection (contract fees with collectors may change)

What to do in practice

  • Estimate the difference from the current fee using the weight (kg) of waste you bring in yourself
  • Ask your collection contractor whether the contract fee will change
  • If you plan sorting equipment or waste-area work, check the subsidy guide so that you do not start before approval
Note: Please check the city's guide for detailed calculation rules, such as how amounts under 10 kg are treated. The figures in the chart are rough estimates obtained by simply multiplying the per-10-kg fee by 100.

When a company takes its own waste to the incineration plant, the fee was JPY 100 per 10 kg. Since September 1 it has been JPY 150, and it is planned to become JPY 230 on September 1 next year. The price of household garbage bags does not change. There is also a program where the city pays up to half when you buy machines that reduce waste.

  2. 2. ApprovalWait for the city's approval

  • The price of household garbage bags stays the same
  • When you set up equipment to reduce waste, up to half (maximum JPY 100,000) can be covered
For example: For example, if you buy a JPY 200,000 sorting machine, up to half, JPY 100,000, can be subsidized.
